Race, Gender, Sexuality and Student Security: The School Resource Officer (SRO) Program in Canada

  • SSHRC IG awarded 2022: The proposed research is concerned with the evolution of the School Resource Officer (SRO) program in Canada. It focuses on the experiences of persons with nexus to the SRO program. These include (1) students, (2) parents, (3) school administrators and board trustees, (4) teachers, (5) police officers and (6) activists for or against the program. The study is guided by four research questions: How has public support for the SRO program evolved in Canada? What do the experiences of stakeholders, particularly former and current students with SROs speak to in terms of race, gender, and LGBTQIA2S+ status? What are the factors influencing advocacy for or against the SRO program among parents, school administrators, board trustees and social activists? What are the implications of the findings from the questions above for educational and policing policy? The research draws on intersectionality and risk society theories to investigate the SRO phenomenon in Canada. It explores the role and intersection of race, gender, and sexuality in discourses about and experiences with SRO programs. This study will investigate the bureaucratic underpinnings of and policy directions regarding SRO programs in five Canadian cities: Vancouver, Winnipeg, Toronto, Charlottetown, and Montreal. One hundred participants who are associated with a past or current SRO program will be recruited at each site (500 persons overall) including parents, teachers, school administrators and trustees, police officers, activists for or against the program, and high-school students who identify as LGBTQIA2S+ status and/or have disabilities. Aside from interviews, there will be four focus group discussions that will be conducted with students at each site (20 students per site). The team will also conduct archival research and collect newspaper reports from the five sites as part of secondary research.
