In this report I consider the question of how to select sites that will serve as conservation offsets, drawing on recent research into optimized resource allocation. My recommendations are most applicable to an offset program based on the conservation banking approach applied at regional scale (e.g., Alberta’s boreal region). I take the perspective that the funds placed into the conservation bank represent an investment in conservation and that the objective is to achieve the greatest possible return on this investment.
